Project CC Capacity Building updates



Memorandum of Understanding Signing Ceremony

On the 23rd October 2009, the Ceremony for signing the Memorandum of Understanding among organization members of the Project Steering Committee (PSC) took place at the Trade Union Hotel, Hanoi. Nine members of the PSC attended this event, including CARE International, The Centre for Development Assistance (CDA), Catholic Relief Services (CRS), The Centre for Marinelife Conservation and Community Development (MCD), Oxfam in Vietnam, The Centre for People and Forests (RECOFTC), The Centre for Sustainable Rural Development (SRD), Institute for Research Training and Technology development (TDI) and The Flemish Association for Development Cooperation and Technical Assistance (VVOB).

Pursuant to the MOU, member organizations have committed to collaborate closely with SRD (Project Director) and other partners on joint activities and to work together to improve the overall performance and quality of the project.

The ceremony was an extremely significant event, showing a high degree of consensus among PSC members as well as strong support from non-governmental organizations toward the Capacity Building project.

 

Training of trainers (TOT) manual development

In October, a group of selected experts was formed including highly qualified experts in the field of climate change, training methodologies and communication. This group is composed of:

o       Dr. Truong Quang Hoc (The Centre for Natural Resources and Environment Studies, National University of Hanoi) will be the group leader and also responsible to draft the 1st part of the curriculum: Overview on climate change.

    •  MA. Tran Phong (Deputy Director-General, Department of Technology Innovation, Ministry of Science and Technology), will responsible to assist other experts on methodologies/format of other parts and to develop the part on communications skills of the curriculum.
    • Dr. Vu Van Trieu (former National Director of IUCN Vietnam) in collaboration with Dr. Nguyen Quang Tan (RECOFTC) and Dr. Pham Thi Minh Thu (University of Water Resources) will draft the part on CC mitigation in collaboration with Dr. Pham Thi Minh Thu (University of Water Resources in Hanoi);
    • Dr. Nguyen Van Cuong (TDI) will be responsible to draft the part on CC adaptation in collaboration with Dr. Tran Van Giai Phong and Mr. Nguyen Ngoc Huy.
As planned, three TOT courses for potential trainers on climate change (CC) adaptation, mitigation and training skills will be organized for NGO staff in 2010. The first two courses will take place in January and March 2010. These courses have 4 main topics, including: i) Overview on climate change at the global level and Vietnam; ii) CC adaptation; iii) CC mitigation and iv) Active training methodologies and communications skills. In addition, gender issues and CC, CC mainstreaming in programs and projects will be cross-cutting topics in all TOT courses.
On 23rd October and 25th November 2009, two workshops were organized to collect recommendations for the draft of the TOT curriculum with the participation of the expert group, PSC members, and representatives of other non-governmental organizations, governmental agencies, and research institutes on CC and potential trainees of the TOT courses.
Participants have had valuable comments on the title, structure, contents and layout of the curriculum.

Many people highly praised the expert group on their efforts to introduce the over-200-page draft of this TOT manual satisfying nearly all requirements within only one month.

It is expected that on the 30th December 2009, the manual will be finished to use at the TOT courses.

From the 10th – 12th December 2009, a training course on positive training methodologies took place facilitated by MA. Tran Phong, a member of the expert group. This course aimed to strengthen training and coordination skills of potential trainers focusing on the participatory approach. The participants were basically introduced to and then practiced positive training – learning methodologies, lecture structuring by using visualisation tools and the participatory method. This training course was valued as being extremely useful for potential trainees on strengthening their training skills which are crucial for them. This course also contributed to collect opinions of participants to edit the TOT manual on climate change.
The next TOT course on climate change wil take place from 12nd - 16th January 2010.
