MONITORING AND EVALUATION FOR THE VPA/FLEGT AGREEMENT

 

Related parties including NGOs, forestry associations, businesses, trade unions, local communities and people living in forest areas will participate in the implementation and monitoring of the VPA / FLEGT Agreement. That agreed at the second Forum of forest governance monitoring with the topic "Mechanism for social organizations to monitor the implementation of VPA / FLEGT Agreement in Vietnam".

The forum was held on January 17th, 2019 in Hanoi with the management of Ms. Vu Thi Bich Hop - Head of the VNGO-FLEGT Network's Executive Board, Mr. Pham Van Tan - Vice Chairman and Secretary-General of Vietnam Federation of Vietnam Union of Science and Technology Associations (VUSTA) and Mr. Pham Van Dictionary - Deputy Director General of Vietnam Administration of Forestry (VNFOREST). More than 70 delegates from government agencies, research institutions, associations, social and international organizations and media agencies participated in sharing and discussing about the topic of monitoring and evaluation in the VPA / FLEGT Agreement.

According to the implementation plan for the VPA / FLEGT Agreement, approved by the Ministry of Agriculture and Rural Development on December 10th, 2018, the first FLEGT license for Vietnamese wood and timber products exported to the EU is set to be issued in 2021.. Viet Nam ensures that this agreement will be transparently monitored and carried out with the participation of relevant stakeholders. Moreover, to minimize the negative effect that may arise from the implementation of this Agreement, the Parties agree to assess the impact not only on the ethnic minorities, local communities and their livelihoods but also on households and the wood industry.

Monitoring the impact of the VPA can be carried out by various stakeholders, including both Parties (Vietnam and EU through the Joint Implementation Committee (JIC)) as well as non-state organizations and professional organizations. Different approaches, methods and participation of different related parties might be required in the monitoring (i.e. monitoring of trade and economic impacts, illegal exploitation, social safety, local communities and ethnic groups, environment, institutional effectiveness, etc.).
The overall monitoring & evaluation framework for the implementation of the Agreement, including independent monitoring and impact assessment of the Agreement on economic, social and environmental will be built and implemented after the JIC's approval.
