WORKSHOP "USING MONITORING VEGETATION COVER SYSTEM TERRA-I FOR SOCIAL ORGANIZATIONS AND LOCAL COMMUNITIES

“Using the Terra-I System to monitor the change of vegetation cover near real-time is consistent with the trend of the current 4.0 revolution" that is the affirmation of Mr. Nguyen Khac Lam, Deputy Head director of Nghe An REDD + program, Director of Nghe An Forest Protection and Development Fund at the Conference "Using the vegetation cover change monitoring system (Terra-I) for social organizations and local communities" held in Vinh City, Nghe An Province on May 8, 2019. This workshop was organized within the framework of the project to empower social organizations and local communities to effectively participate in the Emission Reduction Program of the North Central Coastal region, funded by the World Bank through the Asian Agriculture and Natural Resources Network (ANSAB) Nepal, and implemented by the Center for Sustainable Rural Development (SRD). At the Conference, participants were introduced to the idea of developing an Independent Monitoring forest change Mechanism using Terra-I technology for social organizations and local communities (FCIM); preconditions and gaps for local social organizations and communities to participate in monitoring forest change; Design and operation of the Terra-I System. Representatives also discussed the role of social organizations and people in independently monitoring forest change. The workshop agreed upon:

  • The participation of social organizations and people in social monitoring in general and monitoring of forest change emphasizing that this participation necessary and consistent with the guidelines of the Party and the State because it contributes to enhance objectivity and transparency. However, there should be a mechanism to specify this participation.
  • State agencies welcomed the participation of social organizations and local communities in monitoring the socio-economic development process in the locality. Social organizations need to clearly show their desire to participate and prove they have the capacity to participate in monitoring.
  • The Terra-I system detects forest changes near real-time using available data which is completely free, so it is inexpensive and has no high hardware requirements. This is also consistent with the trend of technology revolution 4.0. However, the Terra-I also requires certain technical expertise to develop and test forest change maps as well as have focal point to regularly update forest change information.
  • The Terra-I system is not only suitable for social organizations and local communities but also useful for managers at all levels as well as forest rangers and forest owners through warning specific lost forest location. Then forest patrol team, forest owners and forest rangers carry out directed patrols.

After the workshop, Nghe An Forest Protection and Development Fund will consider applying Terra-I in monitoring payment for forest environmental services.
